The Attorney General of Minnesota has filed a legal action against President Trump concerning his transgender sports ban that breaks federal Title IX protections together with local state requirements.
Minnesota Attorney General Keith Ellison entered into litigation before Trump's executive orders against transgender girl and woman sports participation in girls' and women's sports competitions. The legal action filed on April 22, 2025 requests court-blocking of Minnesota's implementation of these executive orders because they establish violations of constitutional and federal regulations. The "Gender Ideology Order" along with the "Sports Ban Order" prohibit transgender athletes from joining their correct gender classifications while the orders maintain that sexes are fixed by nature according to President Donald Trump's executive decisions Ellison argues that these policies exceed constitutional separation powers and violate Title IX protection laws.
During a press conference the Minnesota Attorney General declared his intent to halt the Trump administration and President Trump from targeting susceptible children who reside within this state. He underscored that essential educational funding could be removed from Minnesota by federal authorities unless the state abides by executive orders which conflict with existing transgender rights protections under state law.The Human Rights Act of Minnesota along with 2023 legislation establishes Minnesota as a protection zone where transgender youth can access gender-affirming care. According to Ellison in his February 2025 legal opinion the federal executive orders lack authority to override state transgender rights protections. The court action aims to establish the unconstitutionality of the executive orders together with blocking the Department of Justice from using them against Minnesota.
The Trump administration filed legal challenges against Maine and other states because their noncompliance faced threats of litigation and funding reductions. Through his proactive lawsuit Ellison has placed Minnesota in front of other states fighting back against alleged discriminatory federal transgender policies. The dispute between state protections and federal authorities about LGBTQ+ rights eligibility in education and athletics continues in legal courts across the nation including Minnesota.
